<title>Three-month work permits for intra-group transfers: validity extended to one year</title>

The Labor Authorities (DIRECCTE) will deliver a three-month work permit valid for one year.&lt;/p&gt;
&lt;p&gt;If the applicant requires a short-term visa to travel to France, he/she will be delivered a multiple entry visa C, valid for one year, which will enable him/her to stay in France (continuously or several visits) for a maximum of 90 days over a 180 day period from the date of first entry.&lt;/p&gt;
&lt;p&gt;The three-month work permit accompanied by a visa C allow their holder to travel in and out and to work in France as long as the total length of the stay does not exceed 90 days in a given 180 day period.&lt;/p&gt;

Denmark, Ireland and the UK are not participating in the program but all other EU countries will be introducing the Blue Card.&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;The requirements for France are&lt;/strong&gt;:&lt;/p&gt;
&lt;p&gt;- A local work contract with a French company for a minimum of 1 year approved by the Labor Authority&lt;br /&gt;- 1.5 times the average gross annual salary (higher than 1.5 time the minimum salary required for employee on assignment), or 1.2 time for the specific shortage-skills jobs.&lt;br /&gt;- A 3 year diploma of university studies, or 5 years or more experience in the relevant area&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The advantages are:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;- Valid 1 to 3 years, renewable&lt;/p&gt;
&lt;p&gt;- Blue card holders&amp;rsquo; family is entitled to the resident permit &amp;ldquo;vie priv&amp;eacute;e et familiale&amp;rdquo;, which grants work permission (as opposed to the current &amp;ldquo;visitor&amp;rdquo; status of accompanying family of employee arriving under the standard local hire process)&lt;/p&gt;
&lt;p&gt;- Long term resident status is possible after 5 years (already exists for employee on local hire with &amp;ldquo;salari&amp;eacute;&amp;rdquo; status)&lt;/p&gt;
&lt;p&gt;- &lt;span style=&quot;text-decoration: underline;&quot;&gt;Mobility within the EU&lt;/span&gt;&lt;strong&gt;:&lt;/strong&gt; After having worked under initial 18 months&amp;rsquo; work contract under a Blue Card in a country, foreign nationals and their family holding this card are exempted from the requirement to obtain an entry visa, which used to be the first step if they wanted to work in another EU member State.&lt;br /&gt;However, after entry into this second member state, the employee must again apply for an EU Blue Card Residence Permit. To obtain this residence permit the applicant must comply with the conditions that apply in the second member state; these can be stricter than&amp;nbsp;in the first member state. In other words: if you hold an EU Blue Card in a given EU state, this does not automatically mean that you meet the requirements for Blue Card holders in the other State and you should seek approval beforehand and consult existing immigration schemes.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;p&gt;IMPORTANT: this doesn&amp;rsquo;t replace existing schemes like the employee on assignment and the competences and talents on in France.&lt;/p&gt;
&lt;p&gt;At this stage, we don&amp;rsquo;t have enough distance with this new status to appreciate its impact on the work market. Moreover, the implementation within the administration in France and in other EU states is likely to take time, and there will surely be some adjustments along the way.&lt;/p&gt;

<title>A single permit European directive recognizes a right to equal treatment for third-country workers legally residing in a member state of the European Union</title>

&lt;p&gt;The goal of the EU, with this directive, is to simplify the process for third-country nationals who want to work in a Member State. This directive creates &lt;strong&gt;single permit&lt;/strong&gt;, that will have the uniform format as laid down in Regulation (EC) No 1030/2002, and that will contain the work authorization.&lt;/p&gt;
&lt;p&gt;In France, residence permits issued since fall 2011 already include details and restrictions regarding the work authorization. However, with this directive, Member State shall not issue additional work permits when they already issued a single permit. That means that workers from third-country, in order to obtain this single administrative act, will have to follow a &lt;strong&gt;single application procedure.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Processing times in France are a real problem, due to the many French authorities involved. Hopefully, with this directive, applications will be easier to lodge and issued faster.&lt;/p&gt;
&lt;p&gt;&amp;middot; &lt;span style=&quot;text-decoration: underline;&quot;&gt;A common set of rights&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;This directive also lays down the right to equal treatment between EU workers and third-country nationals who have been admitted to a Member State for the &lt;strong&gt;purpose of work&lt;/strong&gt; or admitted for purposes other than work but who are &lt;strong&gt;allowed to work&lt;/strong&gt;. The scope of this right is, inter alia:&lt;/p&gt;

&lt;p&gt;- Branches of social security, as defined in Regulation (EC) No 883/2004 (sickness, maternity, accidents at work, occupational diseases, invalidity benefits, unemployment benefits, family benefits, retirement and pre-retirement benefits, death grants).&lt;/p&gt;
&lt;p&gt;- Tax benefits (for workers who are resident for tax purposes in the Member State concerned)&lt;/p&gt;
&lt;p&gt;- Freedom of association of an organisation representing workers or employers&lt;/p&gt;
&lt;p&gt;- Education and vocational training&lt;/p&gt;
&lt;p&gt;- Recognition of diplomas, certificates and other professional qualifications&lt;/p&gt;
&lt;p&gt;Member States are authorized to restrict this right. For instance, the language criteria can be a condition to access vocational training. It is also possible to limit rights conferred by social security.&lt;/p&gt;

<title>Rise of taxes dues to the Immigration and Integration office (OFII)</title>

<description>&lt;p&gt;Before January 2012, the taxes level was depending on the work status and the length of stay of the foreign worker.&lt;/p&gt;
&lt;p&gt;There is a general increase for all type of residence permit application. However, the major tax increase concerns the first residence permit application with disregard for the work status. I.e. &amp;euro; 349 for everybody (exception for student and trainee).&lt;/p&gt;
